Pena was raised in east Los Angeles. He served in the military during the Vietnam War, but never saw combat. In 1971 he received a Bachelor of Science degree in Business Administration from San Fernando Valley State College.
Following his graduation Pena became a financial analyst on Wall Street After he was made redundant, Pena established JPK Industries, an oil company.
